Submissions

The general position is that any person may make a submission on a proposed policy statement or plan. However, a person who could gain an advantage in trade competition through the submission may only make a submission if that person is directly affected by an effect of the proposed policy statement or plan that: 736

  • Adversely affects the environment, and
  • Does not relate to trade competition or the effects of trade competition.

The closing date for submissions is, in the case of a proposed policy statement or plan, at least 40 working days after public notification, and, in the case of a proposed change or variation to a policy statement or plan, at least 20 working days after public notification.

The ability to participate in later stages of the plan making process is dependent on having lodged a submission and confined by the scope of the submission lodged. The submissions stage is therefore crucial to establishing a platform for public participation in plan making.
